NORWELL — Government Study Commission advances charter review to Select Board phase. The five-member commission, chaired by Marybeth Shea and including Clerk Arthur Joseph, David DeCoste, Becky Freed, and Karl Swenson, unanimously approved prior meeting minutes from eight January and February sessions. The commission advanced its systematic governance review from Sections 1 and 2 into Section 3, focusing on Select Board provisions, with particular attention to a proposed Deputy Moderator position.
